Minutes of Meeting 11/13/07
Town Hall, 2:00 pm

Present were Chair Weiss, Co-Chair Whitmore, members Lightfoot, Nugent, and Boelitz, Health Agent Crowley; Americorp volunteer Amber Stonik, Selectman McDonald, Fincom member French, and citizen guests Stephen Wasby and John Mayer.

Minutes of the meeting of 10/9/07 were not yet available.

1. Next combined meeting of the WRAB-WWMPC will be on 12/18/07 at Town Hall at 2:00 pm.
2. Discussion on available options and the best course of action to promote public drinking water in Eastham. No resolution.
3. WRAB-WWMPC should continue to meet and operate as one unit, but formal votes need to be recorded separately.  
4. Discussion on the need to proceed concurrently with public water and wastewater management (largely mitigation of nitrates in the aquifer).  There was general agreement on this.
5. Discussion on mitigating nutrient discharge to surface waters by introducing a town by-law prohibiting the planting, mowing and trimming of lawns totally or in part (the first 50 feet) of the buffer zone.  No resolution.
6. Summary and discussion of the Massachusetts Estuary Project (MEP) report on Rock Harbor.  The Threshold Total Nitrogen Load for the Rock Harbor Embayment was specified to be 0.5 mg TN/Liter .  The actual level measured was about 0.70 mg TN/Liter.   This finding implies that a 70% reduction in nitrate loading to the Rock Harbor watershed will be necessary. No resolution.
7. The town will be asked to fund outreach/education efforts via measures such as town-wide mailings, posters, slide-shows and presentations, and press releases/newspaper articles.  General agreement, but no action taken.
8. The subject of seeking replacement members for the WRAB-WWMPC was discussed. Selectman McDonald noted new members needed, and Stephen Wasby volunteered to apply.
