JOINT MEETING WITH WELLFLEET WATER COMMISSIONERS
MARCH 16, 2006

Eastham board members Weiss, Whitmore, Boelitz, Nugent and Bayne met with the Wellfleet Water Commissioners. Wellfleet board members present were Chair Mark Berry, Vice-Chair Eric Mitchell, Clerk Jean Schaefer, Moe Baracas, Lyn Hiller, and BOS members Helen Miranda Wilson and Dale Donovan.
Weiss presented an overview of the history of Eastham’s WRAB and WWMPC, and of the Moll’s Pond area pollution problem. He explained Eastham currently needs 3 mgpd at peak demand season, 2 mgpd average year round, and can possibly supply about 1 mgpd if public wells are built.

Wellfleet Board members revealed the following:

They have 3 wells, providing water to the downtown area, the pier area and an area near the landfill which potentially has polluted groundwater.~ Two of the wells were originally permitted by DEP for 20,000 gpd maximum daily withdrawal and the the third well increased the permitted maximum daily withdrawal to 99,999 gpd in 2003.~ The third well was included in the system Spring 2005.

However, due to hydraulic limitations,~Environmental Partners Group~(EPG) strongly recommended a maximum daily withdrawal limit of 37,500 gpd to preserve uniform water pressure to all consumers on the system.~ EPG is the town's water engineering consultant who verified that the hydraulic limitations of the town's~water distribution infrastructure~was due to an under-sized~water main and the lack of above ground water storage.~ Until the hydraulic limitations are resolved, the Wellfleet Municipal Water System will only be able to deliver up to 37,500 gpd, regardless of the fact that the wells are now "permitted" for 99,999 maximum daily output.~ For this reason, the system is considered to be at peak capacity and no further hookups are allowed.

The only mandatory hook ups have been for the properties around the landfill plume.
They have been working with Environmental Partners (Eastham’s consultant on the Moll’s Pond area) to explore possibilities for expansion.
They have three potential well sites east of route 6.  One, referred to as the Boy Scout Camp, and one, called Wellfleet By The Sea, are accessible without crossing Seashore land. The third potential well site, referred to as the Marconi site, is surrounded by Seashore land.

In further discussion, the boards expressed their common concerns about requiring hook ups and about convincing potential users they want to pay directly for hook up. Bonding of funds needed for development was discussed.
Both groups expressed an interest in working together to resolve common water supply problems.
