Board of Selectmen

Chairman Linda Burt called the meeting to order at 2:30 p.m.
Mr. Howard Sandler, Eastham resident and member of the Planning Board, was present to speak to the Board about the Harris property. Mr. Sandler asked if the Town would be interested in buying the property. He described the property for the Board and clarified the subdivision plans. He said the cost of the lot is reasonable, and that it includes access to the dock across the street from the parcel.
Mr. Sandler stated that the Planning Board is short one regular member, and asked if the Board of Selectmen would consider appointing Mr. Don Anderson, currently an alternate on the Planning Board, to the position. Mr. Sandler stated that with the Harris Property coming up on their agenda, the Planning Board needs a full board.
Mr. Sandler and the Board also spoke about the Wind Turbine By-law. Mr. Sandler stated that geographically, Eastham is not set up to have Wind Turbines.
The Board of Selectmen agreed to take all of Mr. Sandler’s comments and suggestions under advisement.
WORK SESSION
Affordable Housing Trust Fund Discussion- Alice Boyd, Bailey Boyd Associates
Representing Bailey Boyd Associates, Alice Boyd, President, and Leedara Zola, Housing Specialist were present to inform the Board of how various affordable housing trust funds work, and to discuss options for Eastham. Also present was Sarah Raposa, Town Planner. After a general overview by Ms. Boyd, the Board then discussed possible uses for the Catholic Church on Massasoit Road, and the Purcell Property, and talked about how with the implementation of the Affordable Housing Trust, the Town might use small parcels of Town owned land for housing.
Ms. Zola stated she is compiling data for a report on affordable housing needs in Eastham. The report is based on the Planning Board’s affordable housing survey that has been distributed and posted in the newspaper, and can be found the Town’s website. She stated that the results of the report will be available for the Selectmen at a September Board of Selectmen’s meeting, when both she and Ms. Boyd will give a presentation. In order to have more of the surveys coming in, it was suggested that the survey be distributed at the recreation department’s summer program signup on June 21, 2008, and also at town post offices.
The Board discussed qualification requirements for the Affordable Housing Trust appointees. Selectman Martin stated that those appointed to the Housing Trust need to have suitable qualifications, and that she would be willing to draft a job description for the positions. The Board approved of this concept. Also discussed was the working relationship between the Housing Trust and the Housing Authority.
The Board thanked Ms. Boyd and Ms. Zola and said they look forward to seeing them in September.
ADJOURNMENT
Selectman Martin McDonald made a motion to go into Executive Session at 3:58 p.m. for a discussion on land acquisition. The motion was seconded by Selectman Aimee Eckman and so voted 4-0. Selectman Linda Burt, yes; Selectman McDonald, yes; Selectman Carol Martin, yes; Selectman Aimee Eckman, yes.
