Selectmen's Meeting Minutes 04/22/08
MINUTES
Board of Selectmen
Tuesday, April 22, 2008– 6:30 p.m. –Subcommittee Meeting

Location:        Earle Mountain Room-Eastham Town Hall

Present:           Selectman David W. Schropfer, Clerk; Selectman Carol F. Martin
                Sheila Vanderhoef, Town Administrator Members of the Finance Committee

Absent:           Selectman Linda S. Burt, Chair; Selectman Martin F. McDonald, Vice Chair; Selectman Kenelm N. Collins

Acting Chairman David Schropfer called the meeting to order at 6:35 p.m.

Selectman Schropfer stated that at the April 17, 2008 Board of Selectmen’s meeting, he and Selectman Carol Martin were appointed as a subcommittee of the Board for the purposes of the required public hearing scheduled for this evening’s meeting.

PUBLIC INFORMATION
Those in attendance were handed out copies of the Town Warrant with two inserts reflecting changes. Selectman Schropfer stated that the summary portion of Article 18 was incorrect and Article 19 was missing entirely. Selectman Carol Martin read into the record Article 19 and the revised summary portion of Article 18. It was also stated that in the summary portion of Article 19 it should state FY2009, not FY2008.

Ms. Ann Dolan-Niles asked why a change was made to the summary portion of Article 18 after the Selectmen had already agreed as to what to publish. Sheila Vanderhoef, Town Administrator, apologized, stating that they were attempting to make the summary paragraph clearer and easier to understand.

Mr. Robert Cook thanked the Board for clarifying the summary. He asked whether the summary of Article 18 as published in the Warrant will be crossed out and the new version attached. Selectman Schropfer stated that it would be crossed out, and that both Article 19, and the revised summary portion of Article 18 will be attached to the remaining warrants.

Mr. Bill Opel asked if and how the revisions to the Warrant will be published and made known to the public. Selectman Schropfer stated that the revisions will be published in the newspaper, on the Town’s website, and will also be distributed in Town buildings and at Town Meeting.

Mr. Jack Kitson asked for the definition of a commercial wind turbine. Ms. Vanderhoef directed Mr. Kitson to Article 38 of the Town Warrant, where the definitions are listed.

ADMINISTRATORS REPORT
Ms. Vanderhoef stated that on Friday, April 25, 2008 from 2 p.m. to 6 p.m.,the Eastham Chamber of Commerce and the Town of Eastham are sponsoring a job fair. She expressed her thanks to Mr. Bob Smith for designing and producing the flyer.

At 2 p.m., Saturday, May 10, 2008 a Selectmen candidate’s night, sponsored by the Chamber of Commerce and the Eastham Forum, will be held at the Town Hall. Members of the public can come meet the candidates running for the Eastham Board of Selectmen.

The Town of Eastham received the 2008 E-Government Award with Distinction from Common Cause Massachusetts. The award was given to the Town in recognition of its commitment to open government by posting key government records on its website. Eastham was one of only two Cape Cod communities to receive this prestigious award with distinction this year.

Ms. Vanderhoef remarked on the procedures for Town Meeting, directing people to read page 20 of the Warrant where the procedures are listed. She stated that for the hearing impaired the proceedings will be typed onto a large screen.  She also noted that should anyone need to have the Warrant on tape or in large print, he/she should contact Town Hall.

Selectman Schropfer announced that it is Ms. Vanderhoef’s sixteenth year as Eastham’s Town Administrator, and thanked her for her service to the Town.

Selectman Schropfer stated that the Annual Town Report is available to the public.

PUBLIC HEARINGS
Public Hearing: Proposed Five Year Capital Plan FY10-FY14
Selectman Schropfer read the public hearing notice.

The Finance Committee stated that they had no comments. Selectman Schropfer read the line items.

Mr. Howard Gostin had a question about Line 27- Green Energy Enhancements. Ms. Vanderhoef explained the Town’s planned use for these funds.

Mr. Robert Cook asked about Line 73-Beach Cleaner. Ms. Vanderhoef explained what the Beach Cleaner machine is and how it works.

Mr. Jack Kitson asked about Line 131- North Eastham Village Center Implementation /municipal buildings, housing, infrastructure. He asked what constitutes municipal buildings. Ms. Vanderhoef explained that a municipal building is a town owned building.

A question was raised concerning Lines 94 and 95- Police Cruisers. Ms. Vanderhoef explained that police cruisers are kept on the capital plan and that the cruisers are generally replaced every two years.

Public Hearing: Proposed Operating Budget FY09
Selectman Schropfer read the line item categories.

Mr. Jack Kitson asked about Line 7-Thumpertown Stairs (Beach Improvements). It was explained that the stairs at Thumpertown Beach need work and that improvements include a landing.

Ms. Vanderhoef spoke about Article 15- Current Year Budget Additions. She said she will be meeting with department heads on Wednesday, April 23, 2008 and will ask which departments need to be allocated money to meet their remaining expenses for FY08. She will make this information available on Monday, April 28, 2008.

Selectman Martin explained that Article 16- Fix Salaries of Elected Officials, reflects an increase in the salaries of the Town Clerk and the Town Treasurer.

Selectman Martin explained that Article 36 is a petitioned by-law and is the only Article in the Warrant pertaining to wind turbines.

ADJOURNMENT
Acting Chairman Schropfer motioned to adjourn the meeting at 7:45 p.m.  The motion was seconded by Selectman Martin and so voted 2-0.
