Board of Selectmen

Selectmen Linda Burt called the meeting to order at 2:30 p.m.
New Voting Machines
Sheila Vanderhoef informed the Board that the Town Clerk will be getting new voting machines. Lillian Lamperti, Town Clerk, added that the machines will read the ballot any way it is entered into the machine. Ms. Lamperti also informed the Board that the Secretary of State designates what machines the Town may purchase.
Beach Signage
Ms. Vanderhoef informed the Board that the proposal and cost to replace all the beach signs depends on the need for the signs, number of locations and number of signs. She added that the signs should be standardized based on color, layout style and heading. Mark Powers, Recreation and Beach Director, added that the larger and nicer the signs, the more prone they are to theft and vandalism. Selectman Martin McDonald suggested taking the signs into the gatehouses at night. Ms. Vanderhoef noted that the proposal is to bolt the signs to the gatehouses.
Mr. Powers suggested standardizing the regulations regarding dogs and alcohol on the beaches. Selectman Burt questioned getting our own sign machine. Mr. Powers pointed out the expense of such a machine. Selectman David Schropfer suggested using Wellfleet’s sign machine. Ms. Vanderhoef noted that Wellfleet’s machine can only make small signs.
Ms. Vanderhoef and Mr. Powers will develop a cost estimate and proposal for signs and bring it before the Board at a later date.
Poison Ivy at Beaches
Ms. Vanderhoef suggested fencing and signage, noting that the Town is not allowed to use chemicals to kill poison ivy.
Little Campground Beach
Ms. Vanderhoef noted that the Bay Beach Sub-committee of the Critical Planning Committee would like a handrail at this location. She added that this will require drilling through granite to install it. Selectman McDonald suggested removing the railing during the off-season.
Smoking on Beaches
Ms. Vanderhoef noted that the concern with a smoking ban is enforcement.
Thumpertown Beach Stairs
Ms. Vanderhoef informed the Board that the issue of the landing for the new stairs needs to go before the Conservation Commission for approval. She added that they will not be completed for this summer season.
Event Signage in Town
Ms. Vanderhoef noted that this applies mainly to the Windmill Green Bandstand. Selectman Carol Martin suggested revisiting the entire policy and charging a fee for some events. Ms. Vanderhoef noted that before the policy can be revised the Town needs to determine the purpose and use frequency of the Windmill Green.
Staff will make fee recommendations and Ms. Vanderhoef will provide a list to the Board at a later date of all the activities at the Windmill Green last year.
Other Business
Selectman Schropfer questioned whether there is anything more concerning the Regional Transit Authority budget issues and suggested sending a letter to the governor encouraging him to continue to fund the Transit Authority.
Disbanding of the Ad-Hoc Committee to Develop a Commercial Wind Turbine Zoning By-Law
Selectman Schropfer made a motion to disband the Ad-Hoc Committee to Develop a Commercial Wind Turbine Zoning By-Law and send letters of gratitude to each member. The motion was seconded by Selectman McDonald and so voted 5-0.
Adjournment
Selectman Collins made a motion to adjourn the meeting at 4:00 p.m. The motion was seconded by Selectman Schropfer and so voted 5-0.
