Selectmen's Meeting Minutes 01/08/08
MINUTES
Board of Selectmen
Tuesday, January 8, 2008 – 2:00 p.m.
Work Session

Selectman Linda S. Burt, Chair; Selectman Kenelm N. Collins; Selectman Carol F. Martin;
Sheila Vanderhoef, Town Administrator; Michael Ferreira, Assistant Town Administrator

Chairman Linda Burt called the meeting to order at 2:03 p.m.

PUBLIC INFORMATION
Mr. Thomas Reilly, Chair of the Ad Hoc Wind Turbine Committee, was present to ask the Board if the Ad-Hoc Wind Turbine Committee could be included on the Board of Selectmen’s January 23, 2008 agenda, instead of what was previously requested.  The Board agreed.

The Board discussed other upcoming agenda items and agreed to have the Library project on the February 20, 2008 agenda so that Martha Magane, Director of the Library, could attend.

ADMINISTRATIVE MATTERS
Scheduling of Budgetary Meetings with Department Heads
The Board of Selectmen discussed which Department Heads they wish to see to discuss budget issues.

Selectman Carol Martin stated that she would like Fire Chief Glenn Olson to come in. She expressed interest in hearing about the workings of the County dispatching system. Selectman Burt asked that the COA also come in to speak with the Board.

Sheila Vanderhoef, Town Administrator, stated that the meeting with the Fire and Police will be held jointly.  She said that she will go over waste collection with the Board, and that Diane Rommelmeyer, Town Accountant, and she will be available to discuss retirement and health benefit issues.

Mrs. Vanderhoef stated that the Eastham Elementary School will have their first budget discussion meeting on January 15, 2008 at 6:30 p.m. She added that the Finance Committee has a meeting scheduled for January 16, 2008 at 6:00 p.m. and that they might have the Eastham Elementary School Committee at their meeting.

The Board discussed the North Eastham Village Center project and the Library project. Selectman Martin stated that she has questions regarding the minutes of the November 5, 2007 Library Committee meeting. She asked to receive a copy of the scope of the work for the Library project.

Mrs. Vandehoef stated that on January 24, 2008 at 4:30 p.m. there is a public hearing on the Flex bus. She stated that the Selectmen could go to this meeting after the Board’s 2:00 p.m. meeting on the same day.

Joe Potzka, Administrator, Cape Cod Regional Transit Authority
Mrs. Vanderhoef stated that Mr. Joe Potzka, Administrator, Cape Cod Regional Transit Authority would be able to attend the January 22, 2008 Board meeting and asked the Board whether they still wished to meet with him.  She stated that Mr. Potzka wants to know what specific questions the Board would like answered, and whether he should prepare a presentation. The Board decided that they did not need to speak with Mr. Potzka.

Paul Niedzwiecki, Director of Cape Cod Commission
Mrs. Vanderhoef asked the Board whether they would like to speak with Mr. Paul Niedzwiecki, Director of the Cape Cod Commission. The Board agreed that they would like to see if Mr. Niedzwiecki could come to a Selectmen’s meeting in February.

Cape Cod Children’s Place
Mrs. Vanderhoef stated that the Annual Meeting of the Children’s Place is scheduled for January 9, 2008 at 7:00 p.m. and that the Board of Selectmen are welcome.

Eastham Night- Orleans Cardinals Baseball
The Board made the decision to schedule Eastham Night either June 27 or July 1, 2008.

Selectmen Kenelm Collins made a motion to go into Executive Session at 2:50 p.m. for a discussion on land acquisition, a personnel issue, and litigation and not return to Public Session. The motion was seconded by Selectman Martin and so voted 3-0. Selectman Burt, yes; Selectman Collins, yes; Selectman Martin, yes.
