Board of Selectmen
Wednesday, September 5, 2007
WORK SESSION - 2:30 p.m.
Location: Timothy Smith Room, Eastham Town Hall
Present: Selectman Linda S. Burt, Chair; Selectman Martin F. McDonald, Vice-Chair;
Selectman David W. Schropfer, Clerk; Selectman Kenelm N. Collins and
Selectman Carol F. Martin.

Selectman Burt called the meeting to order at 2:30 p.m.
WORK SESSION:
1. Sign the Warrant
Ms. Vanderhoef noted that the Warrant for the Special Town Meeting to be held on October 1, 2007
is still being finalized and will be ready for the Board of Selectmen’s signatures tomorrow.
Ms. Vanderhoef asked the Board of Selectmen to come to the office Thursday and/or Friday
of this week to sign the same.
Ms. Vanderhoef noted that as the Warrant for the Special Town Meeting is a small one (i.e., two articles; two pages) approximately 1200 copies will be printed locally for distribution rather than as a publication produced in newsprint, as has been done in the past for annual town meetings.
PUBLIC INFORMATION
Larry Greeley (Lower Cape Public Access Regionalization Group) wanted to inform the Board
of Selectmen that the Town of Brewster Selectmen, on August 27, 2007, voted to support the proposal related to “Transitioning Public Access Television for the Lower Cape.” Mr. Greeley
noted that other towns contacted (i.e., Orleans, Provincetown, Truro and Wellfleet) are actively considering this at this time. He distributed information related to this effort, and asked for the Board of Selectmen’s review and consideration for support of this proposal.
Ms. Vanderhoef suggested that this item be placed as an agenda item at a future meeting in order
to provide quality time for review and/or discussion. The calendar suggests that September
17th would be available. However, Mr. Greeley had a conflict with that date and preferred
Wednesday, September 19th, 2007. This item will be placed on the agenda for September 19, 2007
(Work Session).

2. Review/Municipal Water - Brochure
A draft of the Municipal Water brochure had been previously provided to the Board of Selectmen. for their review. Selectman McDonald noted that Dr. Karl Weiss (Eastham Water Resources Advisory Board) cannot be present here today for this review.
Ms. Vanderhoef noted that it would be advisable, if possible, to go into Executive Session today for the purpose of discussion of litigation. Selectman Burt noted that she has to leave promptly at 4:00 p.m. That being said, the Board of Selectmen agreed to adjourn at approximately 3:00 p.m. today in order to allow time for this Executive Session.
The Board of Selectmen then went through the Draft of the Municipal Water System - Key
Questions and Answers brochure and by way of clarifications, highlighting, underscoring emphasis and correction of minor typos, proofed and edited the brochure for publication.
Selectman Schropfer emphasized the need for a marketing plan, so that the citizens of the
Town will be provided with ample information from which to base their decision.
Ms. Vanderhoef noted that consideration for publication of the brochure includes the Cape
Cod Voice, The Cape Codder, distribution throughout the town hall buildings, post office,
etc. The Warrant will be printed in the Cape Codder, posted at the Post Office and available
in town buildings as is usual. Additionally, the brochure has been sent to Town Counsel
to be sure it meets the legal standards.
All matters having been discussed, Selectman Collins moved to go into Executive Session
at 3:05 p.m., for the purpose of discussion of litigation and not to return to Public Session. Selectman Collins, yes; Selectman Burt, yes; Selectman McDonald, yes; Selectman Schropfer,
yes and Selectman Martin, yes.
